Millions of children in today's world are denied their childhood and a fair chance at life. One in four under the age of five have never had their births recorded or registered, thereby lacking official IDs and being denied access to basic services, such as health care and education. In the absence of legal recognition, these children can be enlisted to serve as child soldiers, forced into marriage and labor markets before a legal age, become victims of human trafficking, or end up trapped in a life of criminality.

Lack of legal recognition or formal identification papers is a key barrier denying millions of children the enjoyment of their rights and realization of their potential. What can be done to help these "lost children"?
